In 2020, the Port St. Lucie Police Department (PSLPD) became the only agency in Florida to receive a grant from the Department of Justice Office of Community Oriented Policing Services to create and implement the Officer Steve Brown Model Traffic Stop Program, which officially launched on April 11, 2021.

This program sets behavioral expectations for both teen drivers and police officers, addressing a common scenario where these groups first interact—during a traffic stop. It demonstrates proper procedures for drivers and teaches students what police officers expect during a stop.

The program can be presented at schools, community groups, and other venues to support outreach efforts. School Resource Officers are trained to present the program and host assemblies in high schools to teach students how to conduct themselves during a traffic stop.

About Officer Steven Brown

The program honors Officer Steven Brown, a School Resource Officer at Treasure Coast High School, who passed away from a line-of-duty heart attack in 2019. His motto, "Keep your eyes on the prize," encouraged focusing on education, maintaining good character, and achieving one’s dreams. The Model Traffic Stop Program was named in his memory to foster positive relationships between the community and law enforcement and to guide the next generation toward success and mutual respect.
